Every year, the Government of India invests billions of dollars in rural development programs. While local governments have the flexibility to choose from hundreds of approved development activities, selecting technically appropriate water conservation interventions remains a complex planning challenge requiring specialized environmental expertise.
As a result, many districts underinvest in natural resource management despite its long-term importance. The client sought a systematic way to simplify planning by identifying the water conservation structures most suited to the environmental conditions of each district.

Structuring the Planning Landscape
Hornbill AG first analyzed the complete catalogue of 266 government-approved rural development activities, grouping them into three broad categories and identifying the subset directly related to water resource management.
This process consolidated more than fifty individual activities into fifteen distinct water conservation structures, creating a simplified planning framework that could be evaluated systematically.
Building a District-Level Recommendation Engine
Hornbill AG developed a geospatial suitability framework that evaluates each water conservation structure against a combination of hydrogeological conditions, land use, rainfall patterns, soil characteristics, and other environmental datasets.
These suitability scores were integrated into an optimization framework capable of recommending the most appropriate water conservation interventions for individual districts, enabling planners to make faster, more evidence-based investment decisions.
