Overview

The COAST (Climate and Ocean Adaptation and Sustainable Transition) Facility, supported by the UK Government, works with FutureFish and the Bureau of Fisheries and Aquatic Resources (BFAR) to strengthen climate resilience and sustainable livelihoods for coastal aquaculture communities in the Philippines.

Small-scale fish farmers face increasing production losses from typhoons, flooding, deteriorating water quality, and climate variability. Although weather forecasts, technical manuals, and environmental monitoring data already existed, the information was fragmented across multiple agencies and difficult to translate into timely farm-level decisions.

Hornbill AG developed TIN-AD COAST Smart Alerts, an AI-powered decision-support platform that consolidates environmental intelligence into personalized daily advisories, helping farmers receive early warnings, practical recommendations, and expert guidance through familiar communication channels.

Challenge

Fragmented Information Sources

Weather forecasts, water-quality measurements, BFAR manuals, and farmer observations existed across multiple agencies, making it difficult to translate data into timely management decisions.

Existing weather bulletins did not account for farm type, commodity, or local environmental conditions, limiting their usefulness for operational decision-making.

Our Solution

Hornbill AG developed TIN-AD COAST Smart Alerts, an AI-powered decision-support platform that brings together environmental intelligence, expert knowledge, and personalized advisory services within a single digital ecosystem.

The platform continuously integrates PAGASA weather forecasts, community water-quality measurements, farm metadata, and expert-developed IF–THEN advisory rules to estimate farm-level climate risk. Each morning, farmers automatically receive personalised advisories through Facebook Messenger, classifying their farms as Critical, High, Medium, or Low risk and recommending practical actions such as adjusting feeding schedules, increasing aeration, reinforcing cages, or preparing for emergency harvests.

To provide support beyond scheduled alerts, the same platform includes a bilingual Retrieval-Augmented Generation (RAG) assistant trained on official BFAR technical manuals and extension materials. Farmers can ask aquaculture questions in English or Tagalog at any time and receive context-aware recommendations aligned with Philippine aquaculture practices, extending fisheries extension services well beyond traditional office hours.

Community-level water-quality observations are aggregated into weekly ecosystem bulletins covering seaweed farms, fish cages, estuarine waters, and marine aquaculture zones, while a central administrative dashboard enables program managers to monitor registered farms, environmental risks, farmer engagement, and alert delivery from a single interface.
